Agenda 21 es el Plan de Acción que los estados deberían llevar a cabo para transformar el modelo de desarrollo actual, basado en una explotación de los recursos naturales como si fuesen ilimitados y en un acceso desigual a sus beneficios, en un nuevo modelo de desarrollo que satisfaga las necesidades de las generaciones actuales sin comprometer la capacidad de las generaciones futuras.
